By abolishing CAAF, the relationship between the state and Canadian forests will be fully retested. The CAAF, which were adopted in 1986 had a role to guarantee a certain amount of raw material for foresters, but today they would be replaced by a right to buy or right at first hand, if the proposed reform will be adopted as such. In addition, through this reform, Quebec will put an end to the interdependence between industry and forest management, which routes will be provided at the local level by certified companies.
In short, by this reform of the forest, Quebec had offered to companies that had a CAAF, the privilege of buying in priority at the market price, equivalent to 75% of the quantity of wood on which they have access to the present. By abolishing CAAF, the state wants to let the rest of 25% on the open market to be sold at real value.
